Parakar review: the licensed Employer of Record route in Belgium
A Dutch family-run European specialist with its own Belgian BV since 2022 and, since February 2026, temporary work agency agreements for Flanders and Brussels: the only provider in our ranking with a publicly announced Article 31 route. We read the register, its licence announcement and its published euro pricing, and scored it on our eight criteria.
The clearest legal answer in Belgium, at the highest published price.
Parakar started in the Netherlands about twenty years ago under founder Johan Opperman, moved its headquarters to Breda in 2024 when his daughter Pleun took over as chief executive, and runs its own entities in ten European countries with around 55 staff. Parakar Belgium BV has been on the Crossroads Bank since March 2022 and registered as an NSSO employer since August 2022. What sets it apart is the announcement of 18 February 2026 that it holds temporary work agency agreements for the Flanders and Brussels regions, which gives it a nameable lawful route under Article 31 that no other provider here publishes. The limits are stated by Parakar itself: Wallonia is not covered, and open-ended contracts are not yet available under the licence while the ministry finalises the collective agreement. Pricing is published in euros, from €649 per employee per month, the highest published rate in the ranking, and its Belgian pages explain joint committee 200, the 13th month, indexation and double holiday pay. There is no Trustpilot or G2 presence.
Choose Parakar if you want a provider that can show you its regional agency licence, you are hiring in Flanders or Brussels, and you prefer a European specialist with published euro pricing. Look elsewhere if your hire is in Wallonia or must be on an open-ended contract from day one, you want the lowest fee, or Belgium is one hire in a global rollout.
Who actually employs your staff: Parakar Belgium BV
The Crossroads Bank lists Parakar Belgium, enterprise number 0783.902.332, a private limited company (BV) started on 28 March 2022 and registered as an NSSO employer from 1 August 2022, with its registered office at Handelsstraat 31, 1000 Brussels since July 2025. Directors are Johannes Opperman, the group founder, since incorporation and Pleun Opperman, the chief executive, since November 2022.
The register records no authorisations, which is normal: the regional temporary work agency agreements are granted by the Flemish and Brussels authorities and are not shown on the federal register. Parakar’s own announcement of 18 February 2026 is the public evidence, and it states both the scope (Flanders and Brussels) and the current limit (no open-ended contracts until the collective agreement is finalised). Ask for a copy of the agreements and confirm the position for Wallonia if relevant.
